0.8 ÷ 4 shares 8 tenths among 4, giving 2 tenths each, which is 0.2.

Work in the small unit

Read the decimal as a count, divide the count, then say what the answer is.

The other rule that breaks

8 ÷ 0.5 asks how many halves fit into 8. The answer is 16, which is bigger than the 8.

The rule that survives

Divide by less than 1 and the answer grows, because small pieces fit in many times.

Ask how many fit

1.2 ÷ 0.3 asks how many lots of 0.3 fit into 1.2. The answer is 4, and you can check it by counting: 0.3, 0.6, 0.9, 1.2. Reading division as "how many of these fit into that" makes decimal division far less mysterious than the procedure alone.

Scale both numbers to make it whole

Multiply both numbers by 10 and 1.2 ÷ 0.3 becomes 12 ÷ 3 = 4. Scaling both by the same amount does not change how many times one fits into the other — the same reason equivalent fractions work. This turns every decimal division into a whole-number one.

The answer can be bigger than what you started with

1.2 ÷ 0.3 = 4, which is larger than 1.2. Dividing by a number less than one always produces a larger result, because small pieces fit many times over. This still feels wrong to most people, and checking by counting is the cure.

Estimate before dividing

11.7 ÷ 2.9 is roughly 12 ÷ 3 = 4. Rounding both to friendly whole numbers gives an expected answer, and any decimal-point error in the real calculation will miss it by a factor of ten. Do the estimate first, not afterwards.
